We're on Halo #4, with a spin-off and a prequel under our belt, and the whole co-op craze is built upon how many gamers are tired of dealing with multiplayer crap. This quote tells me that they're trying very hard to open the doors to better co-op, but their thinking is still bogged down in the thought that we still want to play multiplayer once we're done with co-op.
COM'ON MAN! What about older players who want nothing to do with verses multiplayer of any form? And will we actually see a co-op game with more than 4 players, one that will involve access to all the vehicles?
Six words will make me go reserve this game today: HIJACK SCARABS AND PHANTOMS IN CO-OP!

Perhaps my paraphrasing wasn't the best. It sounds like they're trying to break down the barriers between each mode and make it a more unified experience (each having some real connection to the story). Of course they want you to try PvP, after all, they've spent a lot of time creating it, but they're not going to force you into it. They're trying to ease the experience of starting off in PvP, if you choose to do so.
